Sarah E. Yuskaitis is a founding member of Smith & Yuskaitis PLLC. As an international trade attorney, Ms. Yuskaitis counsels businesses and governments on a variety of international trade regulatory and litigation matters, including trade remedies, antidumping and countervailing duty proceedings, safeguard, and customs. She represents clients from a variety of industries in investigations and administrative proceedings before the U.S. Department of Commerce, the U.S. International Trade Commission, the U.S. Customs and Border Protection and the U.S. Trade Representative and resulting appeals at the U.S. Court of International Trade. Ms. Yuskaitis frequently counsels clients to understand the impact of U.S. trade regulations on specific business operations, manufacturing operations, and future business planning and to mitigate the impact on certain trade actions. She also advises clients on trade actions, including national security tariffs under Section 232 of the Trade Expansion Act and actions under Section 301 of the Trade Act.

Represented mandatory respondents in investigations, administrative reviews, and circumvention inquiries, including in Aluminum Extrusions from China, Aluminum Extrusions from Vietnam, Common Alloy Aluminum Sheet from South Africa, Lined Paper Products from India, Dioctyl Terephthalate from Malaysia, and Monosodium Glutamate from Indonesia.
Obtained favorable scope ruling for U.S. importers and foreign producers across numerous antidumping and countervailing duty orders, including in Boltless Steel Shelving Units Prepackaged for Sale from China, Common Alloy Aluminum Sheet from China, Fresh Garlic from China, Uncovered Innerspring Units from China, Artist Canvas from China, and Certain Passenger Vehicle and Light Truck Tires from China.
Represented U.S. importers and foreign producers in successfully establishing certification programs in circumvention inquiries of antidumping and countervailing duties orders, such as Wooden Cabinets and Vanities and Components Thereof from China, Hardwood Plywood Products from China, Aluminum Foil from China, Aluminum Wire and Cable from China, and Collated Steel Staples Form the People’s Republic of China.
Represented a U.S. importer before the International Trade Commission’s negative injury determination concerning Acrylonitrile-Butadiene Rubber from the Republic of Korea.
Represented a U.S. importer in successfully defending an EAPA action before U.S. Customs and Border Protection.
Represented numerous U.S. importers in successfully obtaining Section 232 and Section 301 exclusions.
